I don't know who it was but there was or is a "tallest" dwarf. Dwarfism is a genetic defect where the growth of the limbs, the arms and legs, are stunted and do not grow as long as they should in proportion to the torso. The torso is of normal proportions and size. So, somewhere, there is a "tallest" dwarf.

I believe 4'1" and smaller is considered dwarfism.
