Maybe its because they feel like they are in the process of becoming family memebers, but don't yet feel the total connection. So throughough their life they go through different steps or stages in a relationship, in which maybe they will grow closer together. I have a source here that lists the different stages or "steps" that new familys go through. Maybe this will give you some insight.

It is very true that within the step family situations, the parent, siblings, family, etc. has to go through numerous steps and stages of growth and learning. However, within a biological situation, these same things occur. I feel that this is challengable because if a child and parent or siblings have issues within those relationships, and/or/as they endure issues amidst their journey in life, they are subject to the same/similar issues

I like Mz. Lady's suggestion, but apparently the prefix step- has been around since before the 12th century--so I'd guess it's more an idea that stepmothers are one step away from being mothers, rather than taking steps TOWARD being mothers.

All relations originate from two sources: By Birth or by Marriage, right? Is there any other source? Don't say Friensdship & make me laugh!
Those who are related by birth are called BIOLOGICAL RELATIONS. Your natural / real father, mother, sister, brother, aunts & uncles & cousins & nephews & nieces.
If one becomes RELATED as a rsult of one parent marrying again, we get STEP-RELATIONS such as Step-Father, Step-Mother, Step-Sister, Half-Brother etc etc.
This step (combining forms in nouns) shows the relation is because of the second, third ... marriage of one of the parents.
The 'STEP" denotes 'NOT REAL' / NOT BIOLOGIACAl'!
'STEP' is used to note that it is an OUTSIDE (not genuine) RELATIONSHIP!
That's why we get to know of the famous / notorious 'STEP-MOTHERLY' Treatment! CINDRELLA!

my husband is a step parent but to me it seems to make it so that it is a reminder that the child is not theirs. To me when someone marries, the child now belongs. My husband treats my son like his own. But not everyone does that. I feel that is sad.
