I'd suggest intwining crepe paper around and over the lights in spots. This will let the light from the christmas lights shine through the paper in places, and they don't burn nearly hot enough to be a fire hazard any more than a christmas tree. I would suggest using two colors woven together along the lights, then the third color draped over in even intervals from the lights so that they fall downward. Twirl them around permanent fixtures (stair railings, ect). Use some of those removable sticky wall hooks (you can get these cheap in any grocery store) and drape them across the ceiling, even.
Get a Lite Brite set to write a happy birthday in, or a few and use them as decorations throughout the room. Bring colored straws in one of the party theme colors (pink for instance), then white plastic silverware, and lime green napkins. Stuff the cups with tissue paper of the party theme colors, and hide treats inside of them for when they pull them out to have their glasses full (little candy things like Hershy's kisses and Jolly Ranchers). Balloons are great for any age, and you can use ribbons of the party theme colors and curl them, adding two colors of each so that each balloon is tri-colored (green balloon, white and pink ribbon, ect.)

Ok this might sound odd, but the colors are basically that of something from the 70's. Which can be pretty cool. You can make tiny little chinese lanters out of crepe paper to hang off the string of lights, you can do a mod theme, kinda like laugh in( oh my showing my age), hanging the lights, xmas lights are pretty much stuck in a row, you can take and wrap the lights around nails that have been hammered into a board into what ever design you want, just dont staple them to the board or you could cause a fire hazard. If you have a child size pool you could fill it with water and then add some colorful plastic fish, to match the colors you are setting out. You could do a hawaiian theme with grass skirts made of colored cellophane. You have endless design options. Hope this helps.

I have never done it before, but I would use a staple gun to staple the lights up in any design you want. Just trace it first (on a piece of very thin plywood,which should be very cheap) and make sure you don't put the staples THROUGH the cords! They should be fairly easy to pry out with a pair of pliers afterwards.
You could also try wrapping them xmas tree style around the outdoor trees, especially topiaries if you can get some at a craft store or something.
You could line the tables with them as well, kind of draping them through the snacks.(No drinks though!)
I would use clear lights so it doesn't look like christmas out there, if possible, and I would get those paper hanging lanterns if you could afford it. They should be on sale by now. I would check craft stores first, before I went to somewhere like Target, who also carries them.
As for streamers, I would wrap them together (2 colors twisted the regular way) and attach them together on both ends, making long pieces of twisted streamers. Then hang them longwise from trees or posts, etc, to make them more interesting, and add some more color. You could also hang them in a pattern (pink, orange, pink, orange) straight down from an opening or doorway on either side and gently pull them back with the green like curtains.
You could also try twisting the lights with the streamersto give them more shape, maybe twisting the streamers like raffia first, but I would check first to make sure that it's safe!
One more thing: I would also use one of your colors as a base color and the other two as your accents, and use your foods and drinks in those same accent colors, like pink punch with orange slices, or green grapes in a pink bowl.

Find the largest piece of cardboard you can. (Appliance stores have refrigerator boxes - they're perfect) Use light pencil markings to write out her name on one side.
Gauge the size of your Christmas light bulbs, find something a tad smaller to poke holes into the cardboard. Poke holes, following the pencil lines. Keep the holes fairly close together - judge the proximity by the size of the board and name.
*Example: a one foot tall letter would require holes no more than 1 inch apart to have the right appearance when lit.
After following the lettering and poking holes, paint the board and decorate it however you'd like. Then take the lights and insert them from the back of the board, going down the string and following your letters.
Hang it, plug it in, and Voila!! Ambient lighting, cheap, easy and very festive! Your birthday girl's name: in lights! Make many signs, if you can. Use chasing Christmas lights for a "Vegas" effect.

The backside won't be pretty, so be strategic about finding a place to hang it. (You sound like a very fun Mommy!)

Rope lights connected to wire, bent hangers sometimes work, with wire ties, are the best way to spell out someone's name.
Hang the streamers in loops, alternating colors, and glow sticks, lots and lots of glow stick, since it's a night party, you can usually find those at dollar stores or party supply stores. A glow necklace for every guest would be fun too, plus it makes it easier to keep track of every kid, they glow.

if using xmas lights hang them like icicles hanging different lengths. that always looks good and festive. zig-zag them too for effect. if you have them, try paper lanterns or candles, if its not windy. If you want the name light up, try pushing string light through card board and spell it, that will look cool! and it cheap, who doesnt have old boxes lying around. same with colored streamer, string across and leave some hanging at different lengths. i do that and it looks great. So sorry, can't help much. My daughter loved a set of vertical pieces of crepe paper that had been made to hang over a door and create a real 'entrance' to the party.

A piñata might be fun, a little Mexican touch...
You could have some helium balloons.
Since it's outdoors, you could have some games.
Try banners and that kind of colorful stuff...

Sounds like a tropical paridise! Have those little flower leis and grass skirts. Those are cheep. Let the girls make flower barrets for their hair, and dink fruity drinks in coconuts.
