I think business professional usually means tie required for the men. If it was a business casual environment, I think what you described should be fine. If in doubt, ask your boss for clarification. It's always better to ask first than to show up in something that's going to be offensive or get you reprimanded.

a) Check the dress code. (It's usually in writing somewhere.)
b) Check with your supervisor or boss.

There is a reason why I suggest this. For example, if the code mandates that a tie is required, then it is quite likely that the above attire would be lacking and you could get sent home to get changed...

Moreover, some professional codes are very strict. For example, if you were to go in court dressed like this, and you are supposed to be a lawyer, then a judge might not "hear" you...

I think it depends upon your department/office.

Do you meet clients? If so, wear a tie and jacket. You can always remove the jacket when clients aren't present.

Be sure to wear decent shoes, not tennis shoes or flip flops.
Your shirt should be pressed neatly, as should your pants/slacks/trousers.

What are your co-workers wearing? What they wear should give you an idea about what is proper. If you're in doubt, ask your supervisor or check your staff manual if you have one.
