I am planning on visting South America with a friend and am very curious as to if you could live and work anywhere in the continent where would it be and why. She wants to establish a cellular phone refurbishing business and cater to the Latin American market. I greatly appreciate your reply. Thank you in advance.

In my opinion, South America is not ready for cell phones. Maybe in big cities, but I lived in fairly rural areas. Maybe larger cities in Brazil, maybe Buenos Aires, Santiago, Caracas. I'm sure they already have cell phone companies.

It would definitely be Chile. I have never heard anything bad about this country.

Venezuela and Bolivia is where I would recommend as first choices, otherwise any where.
