I got a letter the other day that would have given you a thrill. It started out "Dear Sir".

You could start your own fraternal order. Call it something like The Knights and Daze of Posers. Rule One could be: Always use Sir in front of your name.

Or you could join the military and attain rank so that everyone has to address you as "sir".

Or you could establish your identity on Yahoo Answers as Sir Starr.

No they can't you have to be a ruling Sovereign to grant titles.
The Order of Malta which is based in Rome they have their own stamps and Ambassadors. But they don't grant titles. In order to join you have to come from acrocrat family. One is asks to join the Order of Malta. Here good site on the Order of Malta www.orderofmalta.org/
