Note for the kid drawing on themself with the sharpie marker: Don't, they contain toxic poison in the ink. Even tattoo artists will tell you to not draw on yourself with them. Just buy stick ons.
Now onto the Question:
The tramp stamp is sad in ways to me. I love tattoos, and while they look great on most of the girls - it's sad to see so much of the same artwork, and so many women getting it in the same place. It became so popular that now it's just seen as a joke in the tattoo industry. The same way with tribal work, most tattoo artists hate tribal tattoos. That's what you get in a copy cat society though.
Some tattoos can look trashy, it depends on how the woman or man looks, the tattoo, where it's at, what it's of, and how it was done. However, in general I do not think tattoos look trashy, or represent the poor class of people.
Tattoos are actually very expensive, unless done in prison. A tattoo artist and most people into ink can spot prison tattoos a mile away though. I have seen some beautiful artistic / portrait style tattoos that ran upwards of $1,000 and $2,000 dollars to be done. Large ones on the back, portraits of grandparents, children, a lost loved one. How anyone could look at living art and call it trashy is beyond me. We just inked a 60 year old woman with a portrait of Elvis onto her calf the other day lol She didn't look trashy at all. It's all in the eye of the beholder.
Some guys on here seem to think a tattoo makes you 'easy' but I have never looked at a tattoo on someone and managed to somehow merge their bedroom life habits in with that tattoo. I can however look at some tattoos, and read the life story or personality of the one wearing it. A man with his child inked onto his arm is beautiful, and a loving father. A woman with a tiny soccer ball inked on her ankle is a proud soccer mom, a young girl with a tramp stamp is enegetic and her life is just blooming as she dares to step into the adult world which will soon ladden her down with bills, heart ache, and what not. Let her have fun. A woman with her grandparents on her is a loving soul who thinks family still stands for something. A young man with satanic or angry tattoos has had it rough, and he's showing the world a piece of his inner pain or actually his inner strength to keep going on through it all.
That's just my take on some of them though.

definatly art and a personal statement and opinion to the world. if you love something or it means something to you so much that you have it embedded in your skin, then its not trashy to show to the world what it means to you. i think people can go over board with tattoos, but if you use them to show what holds meaning in your heart or life, then its not a bad thing. in fact, im thinking about getting a tattoo.
and what is a tramp stamp? never heard that phrase before.

Depends on what it is. Some can be very beautiful and if done right extremely artistic. Ive seen some full body suits that would just blow your mind, after all your body is just your canvase. However I personally dont find jailhouse tats artistic, and as for the tram stamp, assuming you mean the small of the back. Doesn't mean that, its just another spot, and one that doesnt hurt actually, I have a portrait there.

Tattoos can be an artistic expression of the creative individual. A well done tattoo can show that person's unique spirit and their interests.
Tattoos can look trashy when an individual wants them to. When they get them in sexually proactive places and wears clothing to show them off.
