No. A 'Lord' is one who has been elevated to The House of Lords. An MBE is, basically, a medal for services rendered or distinguished service. There is no 'Title' with an MBE just the opportunity to put the letters after your name.

As someone has already pointed out, an MBE is the lowest medal rank given out by the Royals and its it "sir" as a courtesy title. To be referred to as "lord", you must hold either Duke, Marquess, Earl, Viscount, or Baron as a title which are hereditary titles and are not freely given away.

MBE is about as low as you can get in the awards handed out by royalty. It's usually given to lavatory cleaners and sportsmen.

Lord is a nobility title, the Queen or King give that honor, always for some kind of outstanding achievement

don't know about the MBE as far as rank, but some can be called "Sir" and their wives can use "Lady" (as in Paul McCartney's soon to be ex wife)
