The primary purpose of speech is communication. In their neighborhood, this is how they communicate. It works for them, so why should they change?
As an example, I am a white man living in a predominately black neighborhood. When my neighbors speak with me, they tone down the ebonics and speak to me with proper (for lack of a better word) English. However, when a friend of theirs walks by, they immediately revert to ebonics. It is funny because I know they are speaking English, but I can't follow the conversation. It would be the same as if a Spanish-speaker was talking with me and a friend of his walked by.
Technically speaking, ebonics works as a means of communication.

The use of ebonics can be rooted back to slavery. Slaves needed to know just enough english to understand what work they needed to accomplish. Even after the civil war where Lincoln "freed," the slaves, there was little or no interest in improving their lives. They we poor and just like today, the poor are poorly educated. As time went on, ebonics bacame the language they knew and accepted and proper grammer was for white america.
FYI: Even in Shakespeareian times, no one talked like they did in his plays.

because the system, in order to keep black people down, tries to keep them uneducated
however, there are MANY people who use ebonics, and have a better grasp of the english language than a lot of the people who think ebonics is only used by uneducated people...

The way people speak has a lot to do with their cultural identity. Most of us have various ways of speaking. For example, the way I speak professionally and the way I speak at home are quite different. In my opinion, standard English must be taught in the school but we should not expect everyone to use it at all times.
