I think you get happiness when you can rise above the problems in your own life and get involved in the world of other people. Lots of other people will have it worse than you, You could a) Take comfort in that fact which would perhaps ease your own suffering, or you could b) Try to help some other people which would be a good thing to do so would help your karma scores and then as well as the good vibe you would get from helping another person, you would increase your own chances of happiness. Worth a go? Look at those enlightened monk type dudes, they have nothing but they feel like they have everything. They're low maintenence happy folk - maybe you need to reevaluate what is important in your life and then you might be able to satisfy your needs and get yourself in a happier frame of mind.

Have you always been unhappy, at every single moment of your life? Probably not.
Happiness as an emotion is one that comes and goes. Right now, because things are going good for me, I am happy. But if I lose my job tommorow? I will be unhappy. It's just a feeling. I am almost wary of my happiness, too, because I know a worse emotion will soon take its place.
Maybe you are more like discontent--never satisfied, never pleased with the way life turns out. So by your definition of "happy", then I would say, "Yes, there are millions and millions of happy (satisfied and content) people in the world. Their emotions fluctuate from depressed to elated, just as anyone's would, but they are generally content with their place in life."
