I'm currently in the army...and it doesn't surprise me that someone would do such a thing. You could say...Sir Parade Rest...lol...jk don' do that...
But honestly your best bet would be prolly to do nothing at all..unless it continues...
The reasons I say that is because if you report him prematurly you could make the situation worse...but if his actions continue you really need to seek outside help...talk to a teacher...or even go to the police department...but you need to have proof of these allegations...so when he does it and makes a mark...go straight to the police...he shouldn't harm you...and you shouldn't stand for it...if it was a one time shot...let it be...but if it continues you need to seek outside help.

Talk to your pastor, priest or teacher
report to school counselor
Child Protective Services (what it is called in California) will come and investigate if they think you are telling the truth
be sure to tell the same person everytime it happens
PS - it is not hard to say yes sir and no sir
it is also rude not to respond to an adult

All I can say is pray to God about the situation, and tell your mother. But make sure that you at least answer him the way that he ask to avoid being hit, and in pain. Plus "Yes Sir" and "No Sir" is nothing but respect. Maybe is took it as disrespect when you didn't answer him that way. But pray about it. Everything will be okay.

I had the same problem with my step mom.
I would talk to your mom about it if that didn't work. then i would go somewhere else for help like a teacher, an adult you can trust or just find away out like staying with a realtive because you dont have to stay there. no one should be abused. I had to leave because my dad loved her more then he started to hitting me too.

That was wrong what he did. He had no right to do that. You should tell your mom, or report him to the police. No one, especially someone who is not your parent can hurt you like that. Next time just punch him back, or kick him in the balls. Whatver you decide, good luck!

Stay far away from him. Call the police. That is physical abuse and you don't have to take it. Does your mom know this is happening? Tell her Mom's will choose their children over husbands.
