Stop! there is no typical time to trim shrubs. Woodies are different from evergreens and have different requirements.
The area of the country has a lot to do with the time. Another "key" factor . .. are you talking about shrubs that bloom? The rule of thumb-speaking generally . . . if it blloms early in year-prune immediately after. If it blooms late spring/summer prune in the winter.
As to evergreens they should not be pruned until the 1st flush of growth as appeared, and they certainly need to be pruned early enough in fall so the stems/tips can recover before winter weather comes.
You need some local advice to get to specifics.

Typically, shrubs get trimmed in early Fall, but...if they are so overgrown right now that your place is an eye sore, you can trim them in the early evening. Don't do it in the noon sun as this can do them some serious wilting. After you're done raking up the clippings, water them well.

Summer is a hard time for must plants. Its hot and dry and so many plants are working their hardest just to gather, and use energy. The best time to trim is spring or fall when its cooler and wetter and most plants can quickly heal themselves. If your shrubs are well established...summer trimming most likely wont harm them, but it could weaken them making them susceptible to insect attack and disease.

different shrubs get trimmed at different times there is no set time which covers all shrubs...You need to see what the trimming time is for that particular shrub

No that is the worst time. Usually early Spring or early Fall is the best. I guess Summer would be OK if they are in a shaded area but only if they really need it.

when they get ugly. and if u have to yes. just dont get too close to the place where it stops being green and turns to brown.
