It is a Spanish-sounding name but yes it is a filipino last name.The fact that Philipines was a Spain colony in the past plus intermarriages with foreigners could best explain why such name is found among some Filipino clan's last name. (You didn't mean to ask if it is a native filipino last name ,right?)

possibly...coz Philippines was colonized by different countries of the world. They are composed of different races.
