If there is private property where people can drive, they can learn as soon as they can reach the pedals and can control a vehicle. I have seen children as young as 10 years old who can drive big trucks (on a farm). I have seen 14 year olds who race stock cars (and do well at it).
To drive on the roads, you need to be of legal age (which is set by the state government). Some states allow learners permits at younger ages than others!

My dad taught me to drive when I was able to reach the pedals. I was 12 and we had a big, safe, place to learn in. I know a couple of people in their early 20's who don't even want to learn how to drive. It's all a matter of confidence, safety and plain 'ol good sense.
