The provisional IRA disarmed several months ago--they're the group that news organizations usually refer to when they say "the IRA". However, some paramilitary actions still continue, and there are other branches of the IRA still functioning. Also, Sinn Fein, which is known as the political branch of the IRA, is still an active political party in Northern Ireland.

Probably, because Britain is still in Ireland and as long as that is going on... the IRA will be around.
