I can give you the address of some wonderfull site in my order of preference; They are all free and encourages new artists. Specially I found wetcanvas forum to be most welcome among the three. I am a member of all these three sites:

There are over 87,000 members who share there work, ask for critiques and just go there to learn more and meet other artist. The great thing is, it's free! Hope this helps.

You can also get a Yahoo 360 or Windows Live space and post them there. Or a blog at blogger.com or xanga.com. But it will be better to post them on an art website because people interested in art are more likely to visit them. DeviantArt and ArtQ aren't bad and they are free.

just make your own web page. or better yet you could just use myspace or yahoo 360 or something. A lot of artist and musicians use it.
