You'll either need start-up money or investors to get things rolling. You could borrow money from family and friends or get a small business loan as well. Try going to the Small Business Administration website and locate your state for further help.
www.sba.gov. It may also be a good idea to draft a business plan. They can help you with this as well.

You need permits and licenses since you'll be serving food, drinks and possibley alchohol. You'll need a business license to operate in the county that you will have the business in as well. Health inspections would come later. If your market is cultural foods then its best to open the bed n breakfast in a culturally diverse area. Or at least make it easy to get to for your customer base. Cities like Atlanta, New York, Washington DC, Baltimore, Las Vegas have the type of population that you are trying to target. But do your research to make sure.

Good Luck

The best routes to take are to research the process of starting a business as well as the industry you're interested in.

I recommend checking out the SBA, Entrepreneur, The Start Up Journal & Nolo. All 4 are great informational resources for the new/small business owner. I posted links for you in the source box.

Associations may be a good avenue to explore. These organizations will address many of the thoughts, questions and concerns you'll inevitably have as well as many you haven't anticipated yet. See the source box for some relevant links.

Research, research, research – this cannot be stressed enough. Read as much as you can about the industry. Here are some book titles that are relevant:
