I agree with jeff s your vehicle is in 'Limp In Mode'. It may be due to something as simple as a failed speed sensor but you need to have it checked out with a scan tool to see what fault code is in the TCM (transmission control module).

It's in Limp In mode. Either the transmission is shot, the torque converter is shot, or the computer has lost it's memory. Re-learn the computer by following procedure in service manual. It will have you shift from 1 to 2 about 20 times, then 2 to 3 about 20 times and so on. If it still remains in Limp-in mode, I would check the torque converter....they are 90 bucks and do have a tendency to go bad. If that doesn't fix it, the tranny is around 1800. Good luck.

Modulator valve on the tranny is bad, it is an easy replace.
The link below describes the EXACT same symptoms and the fix.
I found some information about Dodge trannys at the second link.

throttle position sensor, map sensor, MAF sensor. any of those is how your tranny seems at engine load, if the tranny would not comprehend how troublesome the engine is operating it gained't comprehend the position to shift. also in case your tranny is overheating it really is going to kick it out of 4th

It's time to either buy another transmission or get that one repaired.
