you can get xp startup disk (8) disk floppys from microsoft.com but you still need a copy of xp, if you want to avoid security key from and xp disk use win 2000 instead you may only need a 98 boot disk

Fisrt depends on why do you need the boot disk. If you want to enter in DOS mode then you should use a Win98 boot disk. Win XP cd is bootable that means that you insert the cd in the drvice and restart the computer then you are asked something like "Boot from cd...: in that moment press any key and the win xp setup will begin. This will happen if you have setted up the BIOS to boot up from cd.
