As of a couple of years ago, a judge in Columbus, OH ruled going topless in public was legal. Don't know about anywhere else.

A man is rarely punished for being topless. If you are in a place clearly marked, "no shirt - no service" you will be asked to leave. However, I understand that you were questioning where you could see the most topless women. Go with a biker weekend and pray guy. It's called public indecency and usually gets a fine and a few days jail in Michigan at least. How old are you? Might it be time to find a woman of your own and stop cruising for quick peeks? Otherwise my advice is this: go to Nevada and have fun. Stay there.

It's a misdemeanor called indecent exposure and it's punishable by up to 1 year in the county jail. First offenses usually result in a fine of less than $1,000 and no jail time.
It's most tolerated about where you'd expect - California and it's least tolerated about where you'd expect - the Bible Belt.

wouldn't it be easier to buy a copy of playboy and look at topless women there? even better, there are several porn sites which are probably free and that'll save u the hassle of having to do research.

I may have this wrong but you can be topless on private property, but not anyplace public....anywhere in the USA.
