Bank Fraud?

How much investigating does a bank do involving debit card fraud?...someone who racked up charges and overdraft fees could just claim "my card was stolen !!!"

There is at least some investigation involved; just enough to make sure that the theft report is in fact genuine and what you are describing did not in fact happen.
