I am frankly surprised you can use the internet at all.
The technology on the internet has changed drastically since that computer was manufactured. Web pages used to be purely text, with no formatting and minimal images. Now, the emphasis is more on presentation. The typical web page has increased in size by orders of magnitude, and thus takes much longer to download and display.
I understand that "if it ain't broke then don't fix it.", but you can get a machine that is orders of magnitude faster than the one you have for under $50 from a used PC shop. But of course, its your money! =) I use an old computer too...if it works, it works!!!

The specs are unbelievable. 4 mb ram and 16k modem? Wow... even my IBM think pad (pentium 1) can run a few times faster than yours and it costs only RM20 ('bout USD 5) and it's the bottom of the line for me.

Of COURSE it's going to be slow when loading webpages...you've only got a 16k modem! Ye gods...I hope that's a type and you meant 56k...
You've only got 4 mb ram? How is that even possible? I call shenanigans.

And what year did you buy it?
You got your money's worth. Retire that museum piece and buy a new computer.

Have you tried to erase your history and defraging it? you can also do a scandisk and cleaning temporary files will not be really fast but it will help some.
