Does a rally car have to be all-wheel drive?

No, but designs with all wheel drives have been wildly successful for many, many years. What proves a design successful is winning, plain and simple.

Four wheel drive cars are able to corner at much faster rates of speed because there will ALWAYS be at least one driving wheel on the road surface.

The combination of smaller cars, powerful engines make those cars the best for rally conditions. Remember, rally rules means that the cars have to basicly be productions models and be street legal.

All wheel drive dominates the top classes of rally racing.

But there are a lot of people who compete with two wheel drive rally cars in other classes. I've heard of people running everything from Geo Metros to Ford Mustangs to MR2's.
