This may sound cruel but there are 2 very good options that I used to great effect when I had the only non cat garden in the block.
1) pepper - sprinkle liberally on the ground. When the cat squats to do it's business it gets pepper on a sensitive part and runs away, normally not to be seen in your garden again.
2) water pistol - whenever you see a cat using your garden squirt it with water, they soon learn. This is even more effective if you put a couple of drops of tabasco in the water as this makes the cats tongue sting when it dries/licks itself clean
Finally if these seem a little harsh (but they are effective) you can put chicken wire across the soil so they can't dig a pit or use lengths of hose to fool them into thinking you have snakes in the garden.

Place mothballs in the garden. They don't like the smell. You will have to replace after a heavy rain. Another thing which keeps squirrels away is bloodmeal. Your local garden/nursery centre should carry it. I know people who have used this for cats and have reported success. The thing is to try and discourage the cats from coming to the garden, without causing them harm. Both of these (mothballs and bloodmeal) will not harm cats or the garden. You also want to ensure that whatever you use does not change the PH alkaline level of the soil. This wil affect what grows there.

Mate I have the same problem, and its all well and good people saying get a dog. I have two and if they ever got hold of a cat, which has nearly happened on numerous occassions, I would then have had the job of returning a mauled moggy to owner!!! This is a tried and tested method, fill old pop bottles with water and place around garden or yard, or bowls of water. Also placing used teabags in the plant pots or flower beds also helps. Hope this works, but if not try your local DIY or pet store for specific product. Good luck!

Depends on your feelings about cats in general.
1 Hate all cats and want to kill them - air rifle.
2 Hate all cats but don't want to kill them - get a small, fast noisy dog, something like a Jack Russell would be good. If you don't want a dog in your like just borrow one for a few weeks.
3 Hate only your neighbour's cats - get a cat bouncer. Go to your nearest cat rescue centre and pick the biggest ginger tom you can find, and if he is missing bits of ear and has scars all the better, and make sure he is always just a little bit hungry.

Use Lion Dung Manure. The smell of a much larger cat keeps the domestic variety at bay.

Try putting orange or lemon rind around the perimitar of your garden. Most cats dislike the smell. Also you can use a water pistol, cats hate water but it does them no harm.

By garden gnomes or some little statues with marble eyes. The cats will see the eyes and think it is another animal

Squirt the cats with the water hose every time you see them in your yard whether or not they're near the garden. They'll eventually decide it's too much trouble to come near your yard.
