I think it's about trust. You can only ask 5 questions at level 1. I think that stops people being able to join up and start spamming.
It also reminds you that nothing is free. i.e. you have to answer to keep up your points.
It's not a perfect system, as it doesn't reward the people who ask the best questions.
Probably more to it than that.

easy to look up i know level 2 is 250 points then level 3 is 1000 if u left mouseclick on your name it will tell u .

Its for fun I think and so people feel like they are rewarded by yahoo! for answering questions, thats what I think anyway.
