The idler isn't actually using any processor. The idler is telling you how much of the processor IS NOT in use. If the idler says 98% then 98% of CPU resources are available. If it says 50% then 50% of it is available and so on.

Run a spyware, virus scan. I'll let someone else list the programs.

Oh yeah, get yourself some more memory. I won't even go into the processor...

1.2 GHz / 384 Mb is not state of the art, but it should run XP.

Odd behavior can be caused by heat problems, open up the box and remove any dust bunnies you find there. Unplug it first, BTW, and don't use a vacuum cleaner, they produce static.

Other things that can cause erratic behavior inclide viruses/spyware. If you are not running any antivirus software, get comodo, URL below.
If you have antivirus software, make sure it is up to date. Free programs include Ad-Aware and Spybot, I recommend you run both of them.

Hi
If you're on default fans you may have to take a look at them as if they were running exhausted due to dirt and probable huge amount of dust which cause slow-down in fan rotation and speed.
if you're quite sure they're on their optimal state then you may head for your CPU fan speed and its relative air condition.
