Gardening. I would like to grow a bay leaf plant but dont know how. Is it grown from seeds or roots or branches?

You can also propagate Bay from layered cuttings. You pick a young branch low down the stem and bend it down to the soil. Scratch the bark off where it touches the soil and use hormone rooting powder. Cover the area with soil and weight it down with 1/2 a brick to keep it in firm contact with the soil, water it regularly.
Next May, you should have a whole branch with roots that you can cut from the parent plant and pot up.

If you are referring to the landscape plant with big glossy leave that grows about 20 feet tall, they easily start from seed and self sow. Look around and you will see seedlings in early spring.

Normally done from seed. If you have one already let it go until it produces some blooms and then it will come to the seed stage where you let them dry but don't let them go too far or they will drop. Collect the seeds and you will be able to have lots of plants from just one.
