I have pulled and checked all fuses so it has either got to be in a relay or a sensor or wire. The owners manual is the wrong manual for this car.

First you need to check and see if the fan is good itself by running a jumper wire from the battery to the fan. If the fan comes on the go to step 2. The coolant temp sensor can cause this to not work. If i remember correctly it is a combo switch it triggers the fans to come on when you reach a certain temp. It could be bad. Thats your problem most of the time

1.check the fan with a 12v battery to see if it works
2.check the thermostat.
3.check if there is power on the fan cables.
4.check the fan relay on the fuse box or on the fire wall
5.check coolant temperature sensor on the thermostat housing or on the block
6.check the wires (broken)
7.check (pcm) (ecm)cars computer.
8.last bad fan.

Or the fan itself, the electric motors do tend to burn out themselves over time!
