Fear and diversion. Some of the terror alerts are delayed so that they can take attention away from other things our president's administration is doing.

Caution. I live in an area if certain plants were hit miles would be taken out so it at least gives a person a change to leave the area even if it is a false alarm one day it may not be. Happy thoughts:-)

More of a caution I think but it's a bit exaggerated. It's a bit inconvinient at times. Too many false alarms and it costs a lot of money to taxpayers.
