Opening a PHP file requires that it reside on a server that is running PHP. The PHP server will look at the file and generate a html based page back to the browser client. You can view a php file with any text editor, you just can not do much with it unless you actually put it on a php enabled server.

From a look on http://filext.com/alphalist.php?extstart=%5EP + a bit of personal experience, a PHP file can be one of 2 things..... first off it can be a file of part of what makes things like Messageboards & guestbooks work on websites.... for that, the only way you can view it on a PC is by opening it in Microsoft NOTEPAD to view/edit the code....... to see it in action requires a webhosting account with a PHP enabled Webserver.

The other use is as the file extension for saved "Microsoft Picture It! Publishing" project files..... in which case you'll need that software to view it.

You won't be able to "open" a php file on your computer. It requires a PHP enabled web server to run the file. Basically PHP is a language that outputs html for browsers to view. If you want to view php files locally you have to set up a web server on your computer using Apache and installing php software. (computer experience required)

I you want to open the file to look at the code just use notepad.

.php, you say? I think that is a type of HTML file, but don't quote me on that. I recommend you attempt to open it with Internet Explorer or (if you have it) FireFox for a little extra security.
