I'm definitely going to say never! It looks very Michael Jacksonish 80's... unless that's the look you're going for. I will say I think white socks with black sneakers is ok, for example a running or basketball shoe with white socks is fine. Black dress shoes and white socks is a no no in my book though!

Its NEVER ok to wear white socks with black shoes, that is just a huge fashion crime that alot of people do!

umm well i guess it depends. you can wear them just make sure your pants are long enough so people dont see the color of your socks. but then again who cares what other people think. if youre comfortable with white socks and black shoes then no worries

I'd not think it odd if you wore black shoes, white socks, white trousers, and a black button-down shirt or something with a long black jacket.

Halloween. You are supposed to match your socks with your shirt, which I think can look awful. Matching your socks to your pants makes a lot more sense.
