Does anyone know how I might be able to make Windows recognize the full 256MB?

dude your pc conf is same as mine

Its due to the fact that your internal graphics takes 64mb of your ram
better try to put more ram in you pc

You have an integrated graphics card that is using 64MB for video memory. First get yourself more memory because 512MB is the minimum (by my experience) for Windows XP. 1GB doesn't hurt but then again, I have 2GB. Then you can either turn down how much memory is used for graphics in the BIOS (maybe, not available on ALL motherboards) or you can get yourself a dedicated graphics card which in my opinion you should have done in the first place. Any card will do, if you aren't a gamer then a Geforce 6200 (AGP) or 7300GS (PCIe only) should do nicely.

I think that you have the full amount, things don't always come exactly as it says. Like a gigabyte card I got had only 949mb. I think you can still install it. But your pc will slow down alot because you don't have the recomended ram
