Even if you include 13th month bonus, you are still far from the 30k criteria set in Singapore.
Why not start with the debit card? If not, get a subcard from your other family members who has credit cards.

Go to a bank and see what they say. You may have to start out with a secured credit card by making a deposit. After a few months of keeping up with your payments ask the bank to increase your limit or ask for an unsecured credit card.

TODAY (8 AUGUST 2006)'s newspapers has this article which mentioned that they are reviewing the min. income level to qualify for application of credit cards.
The proposed yearly income level is S$20,000 instead of the current S$30,000.
It would probably take a while to review, conclude and effect though.

When you fill your next income tax, just put in something under other income to round up to 30K but you may have to pay tax for that year. Then use the assessment to apply for card.

Is your annual income $30K? if anything less than $ 30K, you can forget getting a credit card. If you have an annual income of $30K, you can apply by showing either your payslip or IR8A form

This is probably difficult to do, but you can borrow $30,000 and put that in Maybank's Fixed Deposit. Maybank will be happy to issue a secured credit card.

talk to your boss to help u create the "fake salary slip".
some smaller companies has no problem doing it.
or simply ask for reference letter from ur boss
