Anybody know how to fix a stuck (no retraction) seatbelt on a 1997 Chrysler Sebring convertible?

The seatbelt,which is built-in the passenger front seat won't move at all.Is it an electrical issue,is there a trick to it or what? Any help at all would be appreciated.Thank you.

Sometimes the device becomes stuck on the ratchet. Pull on the belt and give the side of the device a whack with a hammer. Sometimes that makes the ratchet and pawl come apart so the spring will retract and suck the belt in.
