I don't know what you mean by "running all the time", but if you set your air conditioner at your desired temperature, it will control humidity. Running fans will help circulate the air to make you feel more comfortable. If this does not satisfy you, you can also buy a dehumidifier.

running the fan all the time will give you a better overall average temperature but the actual cycling of the compressor is whats going to remove the humidity

no. running it will only redistribute the air which is good on days when it's not real hot out and it is off a lot. cool air settles so if you have a two story, try it.
