Seriously, every single time we go places together, my parents always argue, and when we come home they don't talk to eachother. Not even one time in history they didn't argue if we went out. My parents are those boring types that never brought us anywhere but the city in our State. And we rarely go out together, but if we do...they argue!
Today my mom was like "I saw the whole scene of you staring at the woman" to my dad...and I was like this is why they are fighting, for this stupid shyt? My question is why do parents do this, act like this, my mom cannot get along with anyone when we go out, she's just not going out material, she wants everything her way.

Grown-ups, especially parents, tend to disagree a lot with each other. Sometimes it's a battle of I'm right, your wrong syndrome.
Adults who take their squabbles outside the house just make everyone who they come in contact with...store clerks, waitresses, other shoppers, etc. as miserable as they are themselves. Your parents don't sound like they are happy with each other. A councilor could help them work out their problems with one another but most likely you will not get them to go. You can talk to a councilor and they can help you deal with the pressure your parents are putting on your life. My parents rarely fought in front of us kids and when they did disagree on something my Mom was the one that seemed like she was the one giving in. When people are miserable they make everyone around them miserable. Maybe your Mom just isn't happy with her life, could be her job, her home, her appearance or she might feel like there is not enough money (juggling bills and household expenses is a frustrating job on the most easy going person) and all this she is sort of blaming your Dad. Your Dad may be retaliating in his way by arguing over little things with her because he knows she blames him. When you go out as a family and the arguing spills over onto other people she is just taking her anger at the world in general out on the poor people that just happen to cross in her path that day. I hate to say this but people like your Mom that think the world should cater to her whims never change, they just grow old and end up alone.

parents alwyas love their children but they express in different way.here they may not be interested to go out.this may be due to some mental stress or tension.don't misunderstand them and be free to ask them what is the problem in going out be frank to thema nd this will reduce the problem to certain extend
