If a girl is not ovulating for about 3 days. She may have a little bit of sperm in her vagina. Will the fluid or "mucas" from the vagina kill the sperm before it reached the fallopian tubes?

No. Sperm stays active in your body for up to 5 days and even the tiniest bit of sperm has been know to cause pregnancy. If you've had any unprotected sexual contact, even without the guy ejaculating, you are still at risk for pregnancy at any time (it doesn't matter how long it is between periods) You should go to Planned Parenthood or a doctor and see if you can get some emergency contraception if you want to avoid pregnancy. And, at least in Oklahoma, the health department will give you free birth control if you don't have health insurance.

The vagina is pretty acidic and alltogether not very nice to sperm. This is an evolutionary trait that prevents weak sperm from becoming a weak baby. That said, it is definitely possible for any amount of semen to cause pregnancy, especially if you are both under 20 years old and at the peak (so to speak) of your sexuality.
