It's a tribute to his Mexiacan heritage. Down there, most wrestlers do wear masks, and since his heroes & some of his family members wrestled with the masks, so does he. However, in WCW he didn't always use it. He lost a match where the stipualtion was that if he lost, he'd have to take of the mask. If you want a picture:

Rey is indulging in the Mexican tradition of wearing a Luchadore mask. His father and Eddie Guerro did as well, back in the day. He wanted to bring his culture into a market that hadn't really experienced that much: the WWE. But if you see him with his mask off, he still looks fly.
