Check www.dell.com, www.gateway.com, www.bestbuy.com and all the rest, there are alot of good ones out there for under 1500 but it all depends on what you want in the PC. Your defintion of a very good tower pc may be different from mine or someone elses. typically look for something with a lot of hard drive space (100gb or better) mininimum of 1gb memory and a 3ghz processor or better (or AMD equivalent) with a good video card (nvidia 6000 series or better) to me is a very good tower pc.
Then if you are looking for one with a monitor to look for a 17" flat panel lcd or better. That might push it out of the $1500 price range but I have a 19" lcd now and love it. Worth the $450 I paid for it.

My Gateway tower cost a little over $700. GT5032 Media Center, AMD 64 X2 (dual-core), 2.2 GHZ (4200+ processor), 9-1 media card reader, double layer DVD-Rom, 1GB RAM, 250GB HD, NVidia 6100 graphics card.
But I bought the package deal for a little over $1100, which included the tower, 3 in 1 printer, and 19" LCD monitor and 3 year warranty.
So, for $1500 or less, hell yeah you can get a great one!
