Last night I stepped on a needle that was left on the carpet. It punched into the knuckle of my big toe, and it took a lot of pulling to get it out.

What would be a suitable retalliation for such an act?

I did that with a toothpick some oaf had left on the living room carpet. I threatened to put tacs in his bed but I never did.

take legal action at once

file lawsuits holding the following parties liable for your medical bills plus pain and suffering:
1) the manufacturers and 2) distributers of the needle
3) the carpet manufacturer as well as 4) place of purchase
5) your home association or apartment management office
and 6) any and all other residents of your domicile

I'd start right away.

Go to the doctor/hospital as soon as possible. You might get an infection because you were poked by an unsanitary metal object.
