I like this guy who is a year younger than me and he's my best friend.
We constantly are talking on IM and he'll tell me things he won't tell anyone else.
I talked to one of his friends yesterday and she said he never talks to her on IM and said a lot of people can't get into touch with him.
Then one of mine and his friend told me he is always talking about me.
When I ask him what does he say about me he never answers.
What do you think?
Should I tell him I like him or should I not?

Yea i believe that u should definitely let him know how u feel...maybe not let it all out at once but just give him a general idea. You dont want to scare him at first just let him know so you can judge to see if he likes u the same way, then maybe tell him a lil more. If u see that he dosnt u can kinda play it off as if u were kidding but if he does like you than you can go from there and i wish you luck...i hope it works out for you.

what about trying to make him feel jealous from someone else to see his reaction?
try talking in a nice way about another boy and see his reaction.
