Ineffectual government at the top right down to state and local authorities. Democratic freedoms in a capitalist system have allowed individuals to enrich themselves at the expense of the people - the "have nots" are by far too many languishing in abject poverty with little or no opportunities to participate in the nation's prosperity. "Democracy" is the problem of India. Only the West are happy with it but then the West don't have to live in India.
