It is a small section of land between Virginia and Maryland that is part of no state. It's function is to provide a site for the U.S. Government and offcial buildings, such as the White House, that is in the U.S., but yet not in any state.

It is a Federal District that contains the City of Washington. As such, it is a separate entity under the direct control of the federal government and not part of any state in the union.
