A small piece of clear plastic paper was found in the yard. It was coated with a clingy, green powdery substance. This was found near my spouse's work vehicle, like it dropped out. I ziplock bagged it, but need to know where to get this green substance analyzed?

Typically both will analyze the substance , however I would prefer to have a university or hospital which is run by a university do the test out of fear of prosecution for possession of a controlled substance. But as a former avid consumer of recreational drugs the only thing I think it could be is ecstacy residue that has somehow gotten wet. Oh by the way you will probally have to pay for the tests.

The thing for you to do is to call the authorities immediately... You should have never picked it up. This substance is classified as a white powder and as such is an unknown.
The authorities will either send the substance to their local Public Health lab or call the State CST. The CST (Civil Support Team) is the WMD (Weapons of Mass Destruction) response team that is supposed to respond to such an incident.
The powder could be anything. Illicit drug, toxin, Bio / chem agent, Please contact your local authorities and report this incident. Also, DO NOT have any more contact with the substance. Show the authorities where the substance is located and let them handle the situation.
