Sounds like it might be your ISP. They are probably sending packets simply to handshake. Or it could be someone from that IP address trying to hack in. If your firewall blocks them, you are probably invisible to them.

this is a IP address, trying to intrude into your network, maybe a hack attempt or a file transfer, which is being considered potentially unsafe by your router.
