I would like to have a picture of a building transformed into art.

Of course, it's Photoshop. This is the simple tutorial:
- Open a file you want to edit in (Photoshop)
- Choose Filter > Sketch > Water Paper
- Choose a best Length, Brightness, Contrast to have a best image.

Photoshop has some nice filters that would do exactly what you're looking for.
