OK here are some simple instructions - they are not "the best" but I think you're looking for something that's easy and works.
First, I'm assuming you're running Windows XP.
Start "Paint" - Click Start -> Programs (sometimes it's All Programs) -> Accessories -> Paint
If you have trouble seeing any of these items it might be that you need to move the mouse onto the double-arrow at the bottom of the start menu(s)
If it still doesn't work, try Start -> Run (if it's there) -> then type "mspaint" (no quotes) and click OK
Once you've opened Paint, go to "File" then "Open", then find the file you want and open it. Once you see the image, go to "Image" and then "Stretch/Skew". Initially, try "Stretching" Horizontal and Vertical to 75% (both have to be the same or you'll distort the picture). Then click "File" -> "Save As". Very important! Type a different file name in. Choose JPG from the "Save as Type" dropdown list. Then check the file size.
If it's too big, try again with the original file but with a lower number for stretch.

When you save your pictures to your computer, you need to make sure you are using the JPEG image method. SO before you click the SAVE button you need to make sure you are saving the pictures as Jpeg files. Besides a 50kb file is a Jpeg file & thats small enough. Its when the file is a 50MB that you must worry as thats a huge file. It sounds like its already a Jpeg small size SO don't worry what you are doing is OK - A "kb file" is not big!

You didnt say which format the picture was saved in though. but you can find out by right clicking the picture and go to property. I got a feeling this was saved as bitman, so what you have to do is to open the picture then go to file and press save as and then on the arrow down list find Jpeg and save it as Jpeg which should reduce the size. good luck

you might need image optmizing softwares - photoshop, ImageReady, Fireworks or google picassa will also do. The technique is to reduce the quality of picture or decreasing its size. However you can also work in MS Paint so far. remember to save it in .jpg format.
