No, problem..just enter a telephone number and leave the space of the credit card open. they are so eager to scam you, that they will keep calling you as long as they have figured out a way to get your money.
i didn't want a green card though, just a native speaker calling me to rehearse my english. Worked for me.

www.uscis.gov is the legitimate site to look through. At no time should you be asked for a credit card or debt card on any site that gives access to US government information!!

You can probably use a debit card. If you don't have one from your bank, you can purchase a debit card at many stores or malls.
