Hard to find really good paying jobs in Latin America. Your best bet would be to be sent to supervise an American company's operations in Latin America - Business Marketing or International Business degree. Plan B - Bachelors in English and a TEFL certification (Teaching English as a Foreign Language) which entitles you to teach Elementary to High School level English which pays well considering the cost of living.

I definitely would NOT focus on Spanish or Latin American culture as a major since that will be assumed and should be default. Everybody you will be up against will already know Spanish (or if you're thinking about Brazil then Portugese) so that won't be a plus. To clarify, you have to speak the language, that's a must, but that shouldn't be the focus of your major.

I agree with Sean that your best bet is to bring something novel to the table. That may be the ability to teach English as a Second Language for now. You may want to take some education courses so you can show that it's something you have gotten training in. You may consider volunteering to teach ESL at your school or community so you can show that you have experience.

An economics major may be helpful or a math or statistics major as those skills can be applied across countries often. Alternatively, perhaps sociology if you are interested in community or policy-related projects.

If you speak an additional language (other than Spanish and English), say French, that could be helpful as well to offer an additional edge.

Definitely minor in Spanish if you don't already know it. Then, look at the statistics for the countries you're most interested in and see what they forcast a need for in the next 10 years. Pick the one most interesting to you.

Business and Medicine are always in need and good basic choices for being able to get the most money and help the most people.
