I need to call mobile in Dubai so how can i call from the internet for free ?

I don't think you can, however, you may be able to purchase relatively cheap "call-out" minutes on Skype or Gizmo.

it is vey hard to make free call from the internet

instead , some comapies provide very cheap calls like hotmail and yahoo and so on
